Cook the pasta according to package directions, then drain and set aside.
Add 1 stick of butter and 1 cup of heavy cream to a large skillet over medium heat, and allow the butter to melt.
Simmer for 5 minutes on low heat.
Add 1 tablespoon of garlic powder, ½ teaspoon salt, ½ teaspoon black pepper, and 2 cups of Parmesan cheese to the pan and whisk until the cheese has melted.
Serve the sauce over cooked pasta and top with 2 tablespoons of chopped parsley.
